Through a documented reference design rather than site-by-site improvisation: a small set of facility archetypes, per-archetype AP and antenna selection, an RF profile and configuration standard, a survey and validation method that every site follows, and an exception process for buildings that genuinely differ. Sites are then measured against the same acceptance criteria, so a result in one country is comparable to a result in another.
Do you need to survey every site in a large estate?
Not always. A common approach is to survey a representative sample covering each facility archetype, design from that evidence, and apply lighter validation to the remaining sites. Complex, high-value, or problem sites get a full survey. The right balance is a scoping decision, not a fixed rule.
